Phil Burns is a Director of Frontier and leads our energy and postal practices in London. He specialises in the strategic, regulatory and competition issues arising in those sectors, and advises companies and regulators on identifying market power and its implications, asset valuation, bidding strategies, risk management and contractual arrangements, and business regulation. He is an expert on utility regulation, and has shaped regulatory policy through his work with clients and his published work.
