Institutional and regulatory models for integrated urban water cycle management - issues and scoping paper
A scoping and issues paper prepared for the National Water CommissionIntegrated urban cycle management aims to manage all urban water sources in an integrated manner and promote coordinated planning and management of water, land, and related resources (including energy use) in urban areas. However, implementing integrated urban water cycle management raises a number of issues, including those related to strategic water resource planning and policy; urban planning and regulation; governance arrangements; water industry structure; water entitlements and trading; pricing/funding; and regulatory arrangements. Based on a number of considerations, this paper identifies a list of priority areas for review and, where appropriate, the subsequent development of national guidelines or other policy instrument(s).
