RPI-X@20: The future role of benchmarking in regulatory reviews
A final report prepared for OfgemThis report considers the use of total cost benchmarking in future price control reviews. Frontier concludes that as the networks are likely to be undergoing significant change in future, the benchmarking of historic costs is likely to be less informative than it would have been in the past. Instead, the greater regulatory imperative is to set well-informed forward-looking targets, and the benchmarking of future plans by the electricity and gas distribution networks operators can play a significant part in developing those targets.
