New publication on regulation exemption
Fernando Barrera and José María Rodríguez, Associate Directors in Frontier's Madrid office, have recently contributed a chapter to the Anuario de la Competencia, 2008. The annual publication is a reference for to the competiton community in Spain and this year's contributors include the President of the Spanish Competition Commission, CNC, and members of the CNC board among others.
The chapter contributed by Fernando and José María analyses the logic behind access exemption tests in gas markets and access regulation in the telecoms industry. By comparing the two industries, the article highlights the inconsistent application of access exemptions even accounting for industry differences. This comparison helps design a better framework for each industry and, in the process, design better regulation.
Frontier has assisted numerous clients with third-party access exemption applications and in the design of appropriate regulation for next generation networks in telecoms.
