European Commission publishes evaluation of regional development fund

The European Commission has recently published a report summarising the findings of a study which looked at the impact of the European Regional Development Fund (ERDF) in the programming period 2000-2006.

The ERDF is a key Cohesion Policy instrument of the Commission. It finances projects in Europe's less developed regions to reduce regional inequalities across the EU. The study looked at eleven different aspects of the ERDF programme. These included environment and climate change, transport, demographics and the efficiency of major projects co-financed by the ERDF.

Frontier (Europe) was a member of the consortium that evaluated the efficiency of major projects. This evaluation covered a sample of more than one hundred large transport, energy and environmental projects. The study identified clear priorities for the evaluation procedures of the Commission. In particular, it found the widespread presence of "optimism bias", where project costs and time delays tend to be underestimated.
