Paul joined Frontier’s water practice in March 2008. He provides economic and policy advice for both the urban and rural water sectors. Paul’s recent work at Frontier includes urban water pricing and the development of urban water markets.

Prior to joining Frontier Paul worked for four years at the Productivity Commission— the Australian Government’s principal review and advisory body on microeconomic policy and regulation. At the Commission, Paul co-authored reports on Towards urban water reform (2008) and Rural Water Use and the Environment: The Role of Market Mechanisms (2006) as well as other research on water trading, the precautionary principle and the pigmeat industry.
