Frontier explores administrative burden of government regulations

The DTI have just published a paper by Frontier (London) that sets out a framework for how to evaluate the full impact of existing government regulations, and applies it to some existing regulations.

Many Governments around Europe are concerned about the administrative burdens of regulation. These are just one aspect of regulatory costs, not to mention regulatory benefits, of government action. The report draws together existing best practice and presents new research about how to properly incorporate the full policy impact of regulations.

The report also uses theoretical analysis and practical examples to explore the issue of aggregation and regulatory budgets: whether it is possible to robustly add together the various costs and benefits to develop a total measure of the regulatory impact of government. The result is a comprehensive framework for discussing and calculating the full impact of regulation.
