ANCOM publishes its proposal for sector regulation
The Romanian Telecommunications regulator (ANCOM) has published a draft decision on the future regulation of fixed retail telephony markets.Applying the three criteria test considered in the European Commission's Recommendation on relevant markets, ANCOM's preliminary conclusion is that the retail market for fixed call services should not be subject to ex-ante regulation. Also, although the draft decision considers that Romtelecom (the incumbent fixed operator) is dominant in the relevant market for fixed telephony access services, ANCOM proposes to withdraw existing price controls over retail access services.
