Ian Byatt appointed as chair of Scotland's new Water Industry Commission
Deputy Environment Minister Lewis Macdonald appointed Sir Ian Byatt, Associate at Frontier (London) and former Director General of the Office of Water Services for England and Wales, as chair of the newly established Scotland Water Industry Commission. Professor John Banyard, Dr Michael Brooker, Charles Coulthard and Professor David Simpson will serve as non-executive members of the Commission. The previous Commissioner, Alan Sutherland, has been appointed to the Commission as Chief Executive.
Mr Macdonald said: "Sir Ian Byatt will lead a strong team whose members between them possess the range of skills and expertise required to ensure that Scottish Water is subject to rigorous independent regulation."
The Water Industry Commission for Scotland was created by the Water Services etc, (Scotland) Act 2005. It replaces the office of the Water Industry Commissioner for Scotland, which advised Ministers on Scottish Water's charges. Under the Act, the Commission will operate independently of Ministers to identify the lowest reasonable overall cost at which Scottish Water can deliver Ministers objectives for the business; and determine Scottish Water's charges on that basis. Scottish Water will be able to challenge the Commission's determination of charges at the Competition Commission.
Ian Byatt will continue his role as an Associate at Frontier.
