Measuring changes in Brownfield land stocks

In its role as the National Regeneration Agency, English Partnerships (EP) plays a central part, along with the Office for the Deputy Prime Minister, in formulating the National Brownfield Strategy. The strategy sets out the Government's policy role in the use and re-use of Brownfield Land for development. As part of this, EP commissioned ERM and Frontier (London) to develop a model that could be used to predict changes in the stock and take up of Brownfield land up until 2013. Frontier developed a forecasting model that allowed EP to predict forward changes in developments on Brownfield land for residential, retail or other "hard-end" uses, and then to use these predictions to estimate changes in the stock of Brownfield land available for development over the next 5 to 10 years.
