Reforming Russian power
Russia is in the process of reforming its power sector, including the introduction of a new wholesale market. For various reasons there is concern that the proposed reforms may lead to shortages of generating capacity in the short to medium term. Frontier (London) was hired by the European Bank for Reconstruction and Development (EBRD) to review international experience with capacity support mechanisms and to develop its own ideas on a mechanism which might be suitable for Russia. Frontier's work was presented today at a conference in Moscow. Copies of the final report, including Frontier's work, will be published later in the year.
