Dutch energy regulator DTe consults on remedies for the gas flexibility market

The Dutch energy regulator, DTe, has published a Draft Decree that sets out remedies to be applied to market segments in which it finds Gasunie to hold a position of dominance in the supply of gas flexibility services. Gas flexibility services are required to facilitate variations in gas demand, e.g. by time of day or by season. The proposed remedies are aimed at increasing transparency in the pricing of flexibility services through a procurement process defined by DTe. DTe will also monitor the level of flexibility prices ex post. The initial period of this regulation will be 2006-08 inclusive. DTe has asked market parties to react to the decision document in a consultation period lasting until 26th October 2005.

As part of its investigation into the market, DTe published, in March 2005, a Frontier study into the market. DTe's current decision document is based on additional analysis by Frontier (London & Cologne).
