Dan Elliott, from Frontier (London), presented a paper to the 13th conference of the International Telecommunications Society examining the case for regulating the termination charges between mobile operators, arguing that in a number of mobile markets the current conditions imply that mobile operators could be allowed to set unregulated termination charges for accessing each other's network, subject to the constraint that these will need to be agreed bilaterally.
