Ofqual publishes report on markets for regulated qualifications

Ofqual, the regulator of qualifications in England and Northern Ireland, has today published a report by Frontier (Europe) that examines how the markets for regulated qualifications in England, Wales and Northern Ireland could be defined. 'Market definition' is a tool in regulatory and competition economics that is used to help understand the scope of actual and potential competition within a market or markets.

Under the new Apprenticeships, Skills, Children and Learning Act 2009, one of Ofqual's key objectives is to secure efficiency and value for money in regulated qualifications.  Ofqual will use this study and others currently underway to help it develop a framework for economic regulation and possible qualifications fee capping. Ofqual intends to consult on this in October 2010.
