Dispute about 0845 and 0870 termination charges
Ofcom has launched a supplementary consultation to resolve a dispute between BT and the UK mobile network operators about the charges that BT levies to these operators for 0845 and 0870 calls made by mobile subscribers and terminated by BT. 0845 and 0870 calls are often used by businesses to provide services to consumers. The dispute relates to changes to the termination charges introduced by BT which link of the level of the charges to the retail prices of mobile operators.
Frontier (Europe) produced a report for O2, Vodafone and Three to respond to the initial consultation. The report considered the effect on mobile network operators' retail pricing incentives of the termination charge structure introduced by BT.
