Dutch energy regulator DTe publishes decree on gas flexibility market
The Dutch energy regulator, DTe, has published a decree that finds Gasunie Trade & Supply to be dominant in the provision of gas flexibility services. Gas flexibility services are required to facilitate variations in gas demand, e.g. by time of day or by season. The decree sets out the process by which remedies will apply. A procurement process involving the gas transportation network operator, GTS, will be used to increase transparency in the pricing of flexibility. DTe will monitor the level of flexibility prices ex post, initially over the period 2006-08 inclusive. Further details of the methodology DTe will follow to regulate the market will be set out in a future decree.
As part of its investigation into the market, DTe published, in March 2005, a Frontier study into the market. DTe's decision document was based on additional analysis by Frontier (London & Cologne) .
