Rolling Stock Leasing Market Investigation - Issues Statement

On August 17th the UK Competition Commission (CC) published an issues statement relating to its ongoing inquiry into the leasing of passenger rolling stock.

In April of this year, the UK Office of Rail Regulation (ORR) referred the market for the leasing of passenger rolling stock to the CC. Subsequently the CC has embarked on a market investigation under the terms of the Enterprise Act (2002).

The issues statement published by the CC provides an early indication of the areas on which the investigation will focus. As the process continues, the CC will seek to explore these issues in more detail with a view to determining whether any features of the relevant market restricts or distorts competition.
