Sarah Deasley, Nick Elms and Matthew Bell promoted to Manager

We are delighted to announce that Sarah Deasley, Nick Elms and Matthew Bell have been promoted to Manager at Frontier (London).

Sarah has over 15 years experience working as a regulatory and competition economist. She has advised governments, regulators and regulated companies on issues such as the price control of network businesses, retail competition and smart metering. Recent clients have included Postcomm, Ofgem and Phoenix Gas. Before joining Frontier, Sarah was a senior consultant with IBM Business Consulting Services and PwC Consulting. She has a PhD in economics from Imperial College, London.

Nick joined Frontier in 2002 and primarily works in the energy practice. He has advised policy makers, regulators and industry on all aspects of energy regulation and energy markets in the UK and continental Europe. Recently Nick has been providing strategic advice to investors in electricity generation from renewable sources, advising on prospective investments in gas storage and assisting in the process of gaining regulatory approval for access conditions for proposed LNG import terminals. Prior to joining Frontier, Nick advised on electricity sector reforms in a variety of countries outside Europe including New Zealand, Australia, Mexico, India, Thailand, The Philippines and Nigeria.

Matthew joined the company in 1999 and has worked with governments around the world on issue relating to public policy and regulation. He has worked with the highest levels of the British government, including a secondment to the Prime Minister's Strategy Unit. He worked with several departments and agencies on how best to evaluate alternative policies. Most recently he has been advising extensively on issues relating to health care reform in the UK and elsewhere in Europe and on climate change and the introduction of emissions trading. Matthew has also advised governments outside Europe on the reform on energy, telecommunications and postal services. This includes work in South Africa, India, Thailand, Brasil and Argentina.
