Matthew manages Frontier's Public Policy work.  He specialises in the application of economics to policy.

Matthew has worked for all major government departments and many agencies and regulators.  He helps to develop, understand and evaluate the impact of government policy.  His work, for Ministers and senior officials, encompasses healthcare reform, education, environmental and wider industrial policy.  He has authored guidance on best practice in policy evaluation and advised on spending review settlements and the development of business cases.

Most recently, he has been working closely with the Department of Health and a range of healthcare regulatory authorities on issues ranging from the introduction of choice and competition to tariff and healthcare budgets.  He is retained as an adviser by the Department, system regulators, Strategic Healthcare Authorities and Primary Care Trusts.

He has also been advising the Committee on Climate Change on the development of carbon budgets and the impact of environmental policies.  He has overseen detailed modelling of public behaviour and costs to help develop policies relating to transport, energy and household carbon savings.

More widely, Matthew has advised on the costs and benefits of policies in the creative industries, culture, education and armed forces.  He is the author of expert guidance and has advised governments in over 25 countries on all continents on issues of public sector reform.
