Matthew Bell

Matthew has worked at Frontier since 1998 and specialises in the application of economics to public policy issues.

He has worked across most UK Government Departments providing key advice and evidence to senior policy makers and Ministers. This includes extensive recent work on climate change, healthcare reform and a range of other initiatives. He has worked for DTI, Defra and the NAO on a range of issues relating to Government climate change programme, emissions trading, competitiveness and related concepts. In healthcare, he has worked widely with NHS bodies and the private sector to model, understand and make recommendations related to healthcare reform.

More widely, Matthew is recognised as an expert in the evaluation of Government policies, programmes and legislation. He co-authored the DTI paper on best practice in how to evaluate Government policies. In addition to his work on climate change and healthcare, he has led evaluation work in areas including public housing, culture, legal services and insurance.

Outside the UK, Matthew has provided similar advice to governments elsewhere in Europe and more widely in Asia and the Americas.
