Competition-based telecoms regulation in emerging markets

Frontier (London) recently gave a seminar to World Bank staff in Washington on the regulation of telecommunications in developing countries. In the seminar, Frontier suggested that competition regulation was becoming increasingly important for regulators in developing countries and that they required the legal powers and skills to implement such a system. The argument was based on the experience of working for goverments, regulators and operators around the world. Frontier provided some suggestions on how competition-based regulation could be implemented in developing countries and emerging markets.
