Cloda Jenkins, James Bellis and Jens Perner promoted to Manager

Frontier (Europe) has announced the promotion of Cloda Jenkins, James Bellis and Jens Perner to Manager at Frontier (Europe).

Dr Cloda Jenkins
Cloda joined Frontier (London) in October 2003 and has advised clients in the UK and Europe on regulation and competition issues. She has over eight years experience in economic consulting.  Her clients at Frontier include regulators and companies in water, energy, aviation and postal sectors. Prior to joining Frontier, Cloda completed a PhD in Economics at University College London (UCL). Her thesis on Efficiency Properties of Price Cap Regulation examines the performance of RPI-X regulation in the UK water, electricity distribution and electricity transmission sectors. The work included a review of quality-adjusted productivity improvements – using unit cost, total factor productivity and DEA analysis - in the sectors since privatisation.
 
James Bellis
James joined Frontier (London) in 2003 and primarily works in the telecommunications practice. James has advised governments, regulators and operators across the world on all aspects of telecommunications sector reform and the application of economic regulation to the sector, covering, for example: retail and wholesale price controls, service costing and regulatory accounting, market analysis, spectrum policy, sector liberalisation and licensing, and universal service. Recent clients include Vodafone, Telkom, IDA Singapore, TRA Bahrain and the GSMA.  Before joining Frontier, James was a consultant with IBM Business Consulting Services and PwC Consulting.
 
Dr Jens Perner
Jens joined Frontier's Cologne office in 2006 and has more than 10 years experience in the energy market. He has advised policy makers, regulators and industry on diverse aspects of energy regulation and energy markets along the value chain in continental Europe. Recently, Jens has advised investors in electricity generation from conventional and renewable energy resources as well as on the acquisition of gas assets. Furthermore, he was recently advising on issues regarding incentive regulation and grid access.  Before joining Frontier, Jens was responsible for the strategic market analysis team of the corporate development division of RWE in Essen, Germany. While at RWE, Jens worked extensively on strategy development and energy market analyses including forecasting of electricity, gas, fuel and green certificate markets. Until 2002, Jens was with the Institute for Energy Economics (Energiewirtschaftliches Institut, EWI) at the University of Cologne. Jens holds a PhD in Economics from Cologne University.
