German energy regulator issues recommendations on incentive regulation
The German Federal Minsitry of Economics, has published a draft decree on the implementation of incentive regulation for electricity and gas networks.
During the consultations leading up to the draft Frontier has advised the regulator (Bundesnetzagentur) and a variety of market players on isues relating to incentive regulations including regulatory benchmarking, analytical cost modelling, quality incentives etc.
