Defra publishes Frontier report about the impact of emissions trading

Defra, the UK Department for Environment, Food and Rural Affairs, has today published the most comprehensive survey to-date of the impact of the European Union Emissions Trading Scheme on competitiveness. Frontier was commissioned by Defra and DTI to undertake a review of existing literature to provide officials and ministers with additional evidence relating to allocation decisions for Phase II. The report covers the extensive literature that has emerged on this topic and provides detailed analysis and summaries of specific papers and the overall conclusions of the literature.
