EU regulation on access to gas transport system enters into force

EC Regulation 1775/2005, which entered into force on July 1 2006, places requirements directly on gas transmission system operators to offer third party access to capacity on their gas networks on a non-discriminatory basis and defines a number of requirements for the tariffs charged for such access. In parallel, in Great Britain, the electricity and gas regulator Ofgem has been promoting a number of changes to the gas network access and charging arrangements.

In response to both of these regulatory initiatives, National Grid has been reviewing its approach to network access and charging, and considering a number of potential changes and improvements.

Frontier Economics (London) have been supporting National Grid in developing and assessing options for new gas network capacity, charging and access arrangements against licence requirements of cost reflectivity, facilitation of competition and the promotion of efficiency.
