An African lottery?

A dispute between a Belgian Investor and a Southern African state is to head at the International Court of Arbitration. The dispute relates to an agreement between the parties, dating back to 1999, to set up and operate a national lottery. Simon Gaysford, a director at Frontier (London), has been instructed to submit an expert report on issues relating to the reasonableness of the initial business plan and why it was not achieved.
