UK Competition Commission publishes emerging thinking on rolling stock inquiry

At the end of December, the UK Competition Commission (CC) published its emerging thinking regarding the ongoing investigation of the market for the leasing of passenger rolling stock.  The market investigation began in Spring 2007, following a referral to the CC from the UK Office of Rail Regulation (ORR).

At this stage the Commission has not reached any conclusions regarding the functioning of the market.  However, the emerging thinking provides some indication of where the Commission will now focus the inquiry.  Amongst other issues, the Commission has stated that it will now seek to examine profitability and risk in the market; and the impact of elements of the franchising process.

The Commission's provisional findings for the market will be published in May/June of this year.
