The European Commission wants to understand the factors that influence cost overruns and time delays in large infrastructure projects and to assess the costs associated with employment creation.  To that effect, it has commissioned a study to analyse the costs of 115 large infrastructure projects and 40 productive investments financed by the European Regional Development Fund (ERDF) during the period 2000-2006 across the EU.  The study is part of an ex-post evaluation of EU cohesion policy programmes.
