The economics of common carriage in water

Frontier (London) has prepared a report on the economic and technical problems presented by the introduction of common carriage into the water industry in England & Wales. Frontier lead a consortium including engineering consultants WS Atkins and lawyers Denton Hall. The report investigated the potential technical obstacles to common carriage, identifying solutions to the potential difficulties. It also examined in detail the regulatory changes that would be required of Ofwat to ensure that competition facilitated by common carriage would occur on an efficient, cost-reflective basis.
