Annabelle Ong

Annabelle is an Associate Director at Frontier and provides economic advice on regulatory, competition and policy issues to private companies, governments and regulators in the water and transport sectors. In the water sector her clients include many of the water companies in the UK as well as Defra and the Environment Agency. In the transport sector, Annabelle has provided advice to a global client base including Heathrow Airport, Toronto Airport, Singapore Airport and EasyJet.

Annabelle previously worked for AECOM Australia in Melbourne and is a native German speaker. She holds a Master of International Economics from Maastricht University (Netherlands).

Annabelle has helped clients in the aviation sector around the world to influence policy, competition and regulatory decisions.  Examples of her work include:

  • Assessing the economic impact of airport capacity expansion including the benefits from greater international connectivity
  • Assessing airport market power to inform the form of regulation
  • Advice on specific regulatory issues to influence the price determination.

Annabelle has also provided advice on policy and regulatory issue in the road and rail sectors.  She is experienced in developing credible, convincing submissions to regulators and governments that have an impact.

Annabelle combines her economic expertise with an in-depth understanding of the water sector to advice clients on policy, competition and regulatory issues.  Examples of her work include:

  • Advising a number of water companies on incentive design, risk and reward balance, wholesale and retail cost assessments as part of the PR14 price control
  • Developing a methodology for assessing the impacts of abstraction reform on public water supply for Defra
  • Developing guidance on outcome delivery incentive design for UKWIR

Annabelle’s understanding of the issues facing the water sector allows her to help companies, government and regulators to develop credible arguments that are supported by robust analysis.
