Damien is a Director in Frontier’s European energy practice, and heads Frontier’s Dublin office. Damien has worked extensively for regulators and market participants in Europe on price control design and implementation, gas and electricity trading arrangements and interconnection, capacity mechanism design and incentive design. Damien also has extensive experience of advising market participants on the impact of changes in European Directives and Network Codes on national market arrangements.
Recently, Damien has led our work advising on changes to the market arrangements needed to facilitate the European Target Model, focussing particularly on the different options for further integration of the Irish and UK markets. In relation to renewables integration, Damien has advised on issues relating to the facilitation of higher levels of renewable penetration on the Irish and UK system. Damien has also carried out work to understand the impact of renewables generated interconnector flow volatility on markets.
Damien has worked across a wide range of policy issues in the UK, advising almost all UK Government Departments and regulators. Damien’s work has focused on the innovative use of competition and regulatory techniques in the reform and design of public service provision. This work has covered a broad spectrum of public services and sectors, including legal services, healthcare, public housing, education and environmental standards and labelling.
Damien also regularly advises on issues relating to intellectual property, where he has advised a wide range of clients on valuation of intellectual property, regulatory issues relating to the design and enforcement of IP regimes and approaches to measuring the costs of counterfeiting and piracy to their business.
Damien has advised on a number of aspects of postal regulation. Most recently, he has advised ComReg, the Irish postal and telecommunications regulator on the development of the price control framework for An Post, the Irish postal operator. This is the first time An Post has been subject to price cap regulation. Consequently, Damien advised ComReg on the appropriate design for the control framework including incentive design and the use of benchmarking. Damien has also advised on the design of appropriate methodologies for universal service obligation (USO) net cost and unfair burden assessments.
