Frontier speaks at Chaire European Electricity Markets seminar in Paris

Dan Roberts of Frontier (Europe) spoke today at a seminar on European Electricity Market Integration held by the Chaire European Electricity Markets (CEEM) at Université Dauphine in Paris. The seminar brought together leading experts from European institutions, industry and academia to discuss the potential impacts of the European Commission’s (EC’s) new legislative proposals for the electricity sector, the so-called “Winter Package”. A copy of Dan’s presentation is available here.

Dan spoke on the challenges ahead to operationalise a European notion of the security of electricity supply as promoted by the EC. He set out four key steps to achieve system adequacy:

  • Defining a security standard
  • Identifying market failures
  • Designing mechanisms to address any failures
  • Defining emergency rules in stress situations

He went on to demonstrate how a regional dimension adds complexity at each stage, highlighting the issues to be addressed by policymakers.

Frontier advises private companies, public institutions and regulators on market design for the European electricity market, and has advised on measures to support system adequacy in a number of countries across Europe, including Belgium, France, Germany, Ireland, the UK, and Spain.
