On 17 April, Frontier’s Dan Roberts will join a panel of experts discussing a recent European Union judgment affecting the GB Capacity Market (CM) and its implications for the GB power market and the European Commission.

The CM’s goal is to contribute to ensuring security of electricity supplies in GB by providing payments to capacity providers in return for their reliability. Ever since the General Court of the European Union (GC) on the 15 November) annulled the European Commission’s original State aid decision (to approve the CM following only a preliminary investigation, the UK Government has suspended payments under the CM. Meanwhile, the Commission has now launched an in-depth State aid investigation into the CM, focussing in particular on the participation of so-called Demand-Side Response (DSR) providers and whether they are fairly treated under CM rules.

The webinar, hosted by Florence School of Regulation, will explore the reasoning of the GC, assess the repercussions of the judgment and current state of the market and consider the next steps for the GB power market and the European Commission. Panellists will share their views on; the opportunities the judgement presents; how capacity market rules could be reformed; and what the uncertainty will mean for the market.

The panel will also include: Leigh Hancher, Florence School of Regulation; and Jacques Derenne, Sheppard Mullin, Professor of State aid law and the Liege University and the Brussels School of Competition. Jacques Derenne is acting on behalf of Tempus before the EU courts.
