Matt works across all modes of transport, advising clients on issues relating to infrastructure development, economic regulation (including access charging), business case and appraisal development, decarbonisation, competition, and litigation.
He has advised on many high-profile and complex cases, including the development of airport, road and rail capacity expansion schemes; focusing on developing robust economic evidence that is presented in an accessible way. Matt has produced evidence submitted to governments, regulators, planning authorities and courts.
He has over fifteen years of experience as a transport economist, advising clients in the public and private sectors. Matt has worked extensively with lawyers, investors and other professionals to meet their clients’ needs.
Matt is a member of the Transport Economics and Finance Committee of the UITP.
He has a MSc in Economics and Econometrics, and a BA (Hons) in Economics from the University of Exeter.
