Caitlan is a manager in Frontier’s Energy practice, working across a range of topics in economic regulation of utilities, policy modelling and low carbon heating and energy efficiency.

Caitlan’s work is focused on:

  • Economic regulation of utilities: Caitlan regularly works with energy and water network companies in the UK advising on business planning, incentive and regulatory design issues, cost benchmarking and finance topics. Caitlan has also provided training on regulatory theory and GB network regulation to international regulators. 
  • Low carbon heating and energy efficiency: Caitlan has led our work with the Committee on Climate Change, WWF as well as GB network operators on low carbon heating and energy efficiency issues. Caitlan also led Frontier’s work for the CCC developing a model to allows users to assess the distributional costs to households of meeting Net Zero under different low-carbon heat and transport policies.
  • Investor state disputes: Caitlan has supported the submission of expert testimony on large investor stage disputes in relation to issues arising from the energy regulatory framework and with both merits and damages quantification.

 

Caitlan also holds a Masters in Economics from the London School of Economics and a BSc in Economics from the University of Cape Town.
