Phil is an Associate Director in the Water practice, with more than twenty five years’ experience in the water sector.
Phil’s expertise includes behavioural economics, business planning, regulatory finance and reporting, pricing strategy and water resource planning. He has a record of developing innovative and practical solutions to issues and opportunities, and of engaging with policy makers to promote reform.
During his time working for Wessex Water he led, managed or made significant contributions to five of its regulatory price reviews.
Phil’s less conventional route to economic consultancy means that in addition to having completed an MSc. in Applied Psychology and Economic Behaviour from the University of Bath, he remains a Chartered Management Accountant and holds an International Politics degree from the University of Birmingham.
