The Mexican Federal Institute of Telecommunications (IFT) approves the Final Functional Separation Plan

The Mexican telecommunications regulator, the Federal Institute of Telecommunications (IFT), has today approved and published the Final Functional Separation Plan of the wholesale business of fixed-line operator Telmex. The IFT decided to establish functional separation (FS) of Telmex in February 2017, and has now developed and adopted more detailed proposals about how FS will be implemented to support the provision of certain wholesale services in a non-discriminatory manner.

According to the Plan, Telmex is expected to create a separated wholesale company to provide access to the local loop, as well as local dedicated lines and passive infrastructure to other operators under non-discriminatory conditions. The IFT has stipulated that the wholesale company must have a different Board of Directors to that of Telmex, with the majority, including the Chairman, being independent. The IFT has accorded Telmex a transitional period of two years to implement functional separation.
