Dan Roberts , a Director in Frontier’s energy practice, spoke last week at a round table organised by the Governance and Regulation Chair in Paris.
Other speakers joining Dan included Dominique Jamme, General director of the Commission de Régulation de l’Energie and Jean-Baptiste Fraysse, president of Blocktricity.
The Governance & Regulation Chair is an organisation which facilitates collaboration between regulatory stakeholders and experts. On the agenda on this occasion was, regulatory sandboxes, a mechanism which aims to make sure regulation keeps up with innovation.
Dan set out views on the definition of a regulatory sandbox and the market conditions under which a sandbox is likely to have most relevance. These conditions are particularly relevant when it comes to the ability of regulatory frameworks to encourage experimentation and to balance information-sharing and competition objectives.
Dan also described the experience of regulatory sandboxes in a number of jurisdictions in Europe, looking across financial services and energy. He noted that the diversity of experience in financial services appears to be significantly greater than in the energy sector, and that ensuring both a diversity of experimentation and learning from other jurisdictions would be key factors for the success of the French energy sandbox.
Frontier regularly advises clients on regulatory issues across Europe.
