David supports clients on complex competition and regulatory questions across UK and European markets, combining rigorous economic analysis with a clear focus on practical, decision-relevant advice.
His recent competition work includes supporting parties in high-profile market investigations and cartel follow-on litigation across multiple jurisdictions. Alongside this, David works extensively across regulated sectors. He has recently advised network companies on key regulatory finance issues as part of the RIIO-3 price control and previously supported water companies through Ofwat’s PR24, including on cost assessment and social tariff design.
Before joining Frontier, David completed an MSc in International Trade, Finance and Development at the Barcelona School of Economics, following a BSc in Politics and Economics at the University of Surrey. During his studies, he spent a year as a student economist at the UK Department for Environment, Food and Rural Affairs.
He speaks Portuguese, English, Spanish and French.
