Frontier Economics, alongside UK law firm Burges Salmon LLP, were commissioned by the Office of Rail and Road (ORR) in late 2023 to undertake a strategic review of options for how rail access charges could be set.
This report has been prepared based on Frontier’s independent analysis and the legislative framework as it stood at the time of writing.
