George Houpis

George is an Executive Director in Frontier’s communications practice.

He advises senior Government and company decision makers and legal teams on sector policy, regulatory strategy and competition issues and disputes across digital, telecoms, media, and postal markets.

For more than two decades, he has helped governments, major operators and regulators shape market rules and resolve contentious matters. His work includes market analyses and remedies under the EU telecommunications framework and the DMA, and giving expert evidence in abuse of dominance cases, mergers and regulatory appeals before UK, European and international authorities and courts. He has also advised extensively policy makers and regulated companies on design of ex ante tailored regulatory interventions to achieve regulatory/policy objectives whilst minimising unintended consequences – including in spectrum pricing and awards, entry, and obligations to facilitate competition/contestability.

George holds MSc and PhD degrees in economics from the LSE and is listed in Lexology’s 2025 Index across Competition Economists (Competition; Consulting Experts) and Data Experts (Data; Consulting Experts – Data & E-Discovery).
