José María Rodríguez is an Associate Director in Madrid where he leads the consulting work of the office in the areas of post and telecommunications in Spain and Latin America.
Prior to joining Frontier in 2007, he led the telecommunications team of another economic consultancy.
He is an expert in policy and regulatory issues in the telecommunication and postal sector. This includes traditional regulation such as retail and wholesale price regulation, universal service and market analysis to current hot topics such as regulation of next generation networks, functional separation and net neutrality. As an industrial economics expert, José María has also worked in competition policy issues including mergers and anticompetitive practices such as price squeezes, excessive prices, anticompetitive bundling and price discounts.
José María has prepared policy papers, many of them available in the public domain, for key regulatory institutions and industry associations such as the European Commission, GSMA and Ahciet-Cet.la. He has also appeared as an expert witness on numerous occasions and has submitted expert reports before regulators and courts in Europe and Latin America. At the Carlos III University, José María teaches in the course of the Economics of Telecommunications and he lectures frequently before economic and industry forums and publishes regularly in specialised publications.
