Louis is a Manager in Frontier’s Telecommunications Team based in our Dublin office. He specialises in regulatory and disputes support work, and has significant experience in a number of areas including regulatory design and pricing, state aid, damages estimation, and business case modelling for the deployment of new technologies.
Louis has led a range of large-scale projects in Ireland, the UK, and across Europe and the Middle East, including high profile abuse of dominance investigations and follow-on damages claims (e.g. Slovak Telekom), advising operators and regulators during regulatory market reviews, and supporting EU operators in developing their strategy and financial bids for large-scale public tenders for broadband roll-out.
Louis holds an MSc in Economics and Econometrics and a BSc in Economics, both from the University of Manchester.
