Emily Campbell-Ratcliffe joins Frontier Economics to build our work on AI governance and economics

Emily Campbell-Ratcliffe has joined Frontier Economics to help build our work on the economics, adoption, and governance of artificial intelligence.

Emily joins from the UK Government’s Department for Science, Innovation and Technology, where she has held senior roles leading work on AI assurance, AI adoption and, most recently, AI for local growth.

She has played a leading role in developing the UK’s approach to the responsible adoption and assurance of AI, working across government, industry and the wider AI ecosystem. Internationally, Emily was previously a UK representative at the OECD’s working party on AI governance, and is a member of the OECD.AI network of experts.

AI technology is evolving rapidly. At the same time, businesses and governments are investing in it and working out where and how to adopt it. That creates a growing set of fundamentally economic questions.

Where will investment in AI generate real returns? What will determine whether adoption translates into higher productivity? How will AI reshape firms, markets and competition? What new risks does it create, and how should they be governed? And where can policy and regulation help capture the benefits without unnecessarily constraining innovation?

These questions will become more important as the technology develops and its use spreads.

Emily’s appointment strengthens Frontier’s ability to help businesses, governments and regulators answer them, combining rigorous economics with deep practical experience of AI adoption, governance and policy.

She will lead the development of this work across Frontier, building on expertise already in the firm in competition, regulation, public policy and the economics of different sectors.
