Carlos advises government bodies on policy design and evaluation, as well as retail clients on commercial, regulatory, and competition matters.
Carlos combines quantitative expertise with sound knowledge of economic theory to provide solutions to a wide variety of public and private sector clients. His work often entails econometric and data science techniques.
His policy experience spans both the UK and EU institutions, covering diverse sectors such as transportation, innovation, AI, climate change, and health. He has also worked with some of the largest financial and retail firms in the UK and Spain on issues including housing sector regulation, the application of behavioural economics in green-finance product design, and major anti-trust cases.
Carlos joined Frontier's Madrid office in September 2021 and relocated to the firm's London headquarters in the fall of 2023. He holds a BSc in Economics from the University of Zaragoza and an MSc in Economics from the Barcelona School of Economics.
