Our new Directors
Andrew has worked on policy development, appraisal and evaluation for more than twenty years. He has particular expertise in delivering counterfactual and theory-based impact evaluations using mixed methods, and in communicating complex findings to clients and the wider public. He specialises in policies relating to productivity, innovation and industrial strategy. He also sits on Frontier’s Equity, Diversity and Inclusion Council and was a founder member of Frontier’s LGBTQ+ employee network, Spectrum.
Goran Serdarevic
Goran has over 15 years of experience advising clients on competition and regulatory issues, such as abuse of dominance, mergers and acquisitions, state aid, spectrum auctions, and regulatory market reviews. He regularly represents clients in high profile dispute and litigation cases across TMT, Digital and other sectors. Goran leads Frontier’s business development activities in the CEE/SEE region and is registered with the Czech Ministry of Justice as an Expert Witness in Competition Economics.
James co-leads Frontier’s work on competition investigations in London and has advised numerous leading global businesses on mergers, alleged abuses of dominance, horizontal and vertical agreements, and follow-on damages litigation. He works across a range of sectors, often collaborating with colleagues on multidisciplinary cases – for example advising clients such as the London Stock Exchange Group, PayPal, HSBC, and JPMorgan Chase on a variety of financial services matters.
Matthew Roberts
Matt leads across a range of topics in utilities regulation, with a particular focus on UK energy networks. His expertise covers cost analysis and benchmarking, finance, incentive design, and regulatory strategy. Matt is a recognised energy sector expert in WWL/Lexology, having provided expert witness testimony to the CMA in UK price control appeals; and in major international investment arbitrations relating to energy infrastructure. He has provided due diligence advice to investors in a range of high-profile infrastructure transactions in the UK and across Europe; and has led work on developing new approaches for regulating the infrastructure that will be required to meet decarbonisation targets – covering hydrogen grids, heat networks, new models for electricity generation infrastructure and more. Through his career Matt has collaborated with leading law firms, major investors, energy utilities, regulators and Government bodies.
Simon has over 20 years of experience as a professional economist in Frontier’s competition practice. He has advised on mergers, litigation and investigations in sectors including digital, retail, telecoms, aviation and financial services for clients such as Facebook, Ryanair, Stagecoach, Terra Firma Capital Partners, Assicurazioni Generali, and Groupe Caisse d’Epargne.
Our New Associate Directors
Abbas Hussain
Abbas works in Frontier’s Energy practice leading on projects for public and private sector clients in GB, Ireland and across Europe on a range of topics guided by his interest in the ongoing energy transition. He has extensive experience of providing policy and regulatory advice, particularly in engagements involving energy market modelling and markets-focused aspects of energy network regulation (various flexibility topics), and in helping undertake due diligence of energy infrastructure assets. Prior to a decade of experience in European energy markets, Abbas had the opportunity to work across various electricity markets in North America, specifically in New England, New York, California, Alberta, and Quebec.
Ellie Monaghan
Ellie has more than a decade’s experience advising clients, specialising in the telecommunications and digital sectors. She has a wide range of experience working on competition, regulatory and policy issues across Frontier’s competition and telecoms practices and has advised clients including telecoms operators, tech companies, regulators and other market stakeholders based in the UK, EU, Africa and Asia-Pacific.
Michael Zaehringer
With over 15 years of experience in the energy and automotive sectors, Michael specializes in market design, auctions, risk management, state aid, mergers and acquisitions, and competition issues. Having worked with industry stakeholders, policy makers, and regulators across multiple countries, Michael brings a unique perspective that bridges both sides of the market.
